Regulations of the Tbilisi Humanitarian Teaching University

Dental Clinic LLC

 

Article 1. Scope of Regulation:

This regulation regulates issues related to the activities of the Dental Clinic of Tbilisi Humanitarian Teaching University LLC.

 

 

Article 2. Clinic Requisites:

1. The Dental Clinic (hereinafter referred to as "Thu") of Tbilisi Humanitarian Teaching University LLC is a structural unit of Tbilisi Humanitarian University LLC (hereinafter referred to as "THU"), which operates within the scope of competence defined by this Regulation.

2. The full name of the clinic is:

ა) In Georgian - LLC - Tbilisi Humanitarian Teaching University Dental Clinic (hereinafter referred to as the “Clinic”);

ბ) In English language- Dental Clinic of Tbilisi Humanitarian Teaching University.

3. The legal address of the clinic is: Georgia, Tbilisi, Beri Gabriel Salosi Avenue N 31.

4. All issues related to the management and activities of the clinic, which are not specified in these regulations, are regulated by the legislation of Georgia and other legal acts of Tbilisi Humanitarian Teaching University LLC.

 

Article 3. Purpose and Objective:

The main goal and objective of the clinic is to provide a clinical base for the implementation of pre-graduate (basic) and continuing professional development (professional training and qualification improvement of medical personnel), programs; To offer patients highly qualified medical services in accordance with professional and ethical standards; to gain the trust of patients/consumers by maintaining a high quality of service.

 

 

Article 4. Functions of the Clinic:

Within the scope of its competence, the main functions of the clinic are:

a) Implementation of clinical disciplines in accordance with modern requirements;

b) Improving the qualifications of staff;

c) Continuing professional development: implementation of continuing dental education, professional rehabilitation and other relevant programs and training;

d) Dental services that comply with the professional and ethical standards of medical services recognized in the country;

e) Conducting educational, methodological and scientific research work;

 f) Participation in the implementation of international dental programs;

g) Organization and participation in scientific forums (conference, seminar, symposium, congress, congress);

h) Establishing business contacts with governmental and non-governmental organizations and other agencies both within and outside the country;

i) Internal accreditation expertise of undergraduate and postgraduate professional training and continuous professional development training programs in medical specialties, related medical specialties and subspecialties, organizational support for their implementation.

 

 

Article 5. Principles of Management:

1. The clinic provides:

a) the legality and fairness of its activities;

b) the academic freedom of its staff and students; d) the involvement of its staff and students;

e) equal treatment regardless of a person's race, skin color, gender, religion, national and ethnic origin, rank and property status, political and religious views, etc.;

f) Fairness and transparency of competitions, their publicity.

2. The regulations of the structural units of the University cannot establish restrictive norms of these principles.

 

Article 6. Structure of the Clinic:

1. The clinic is managed by the head of the clinic, who is appointed and dismissed by the rector of THU;

2. A person with a higher medical education and experience in professional activities may be appointed as the head of the clinic;

3. The following are employed in the clinic:

- Clinic Administrator;

- Infection Control Officer;

- Nurse;

- Epidemiologist;

- Sterilization Nurse;

- Janitorial staff;

- Radiologist;

- X-ray Operator;

 

- Doctors - in the following areas: oral surgery, implantology, orthopedics, therapeutic dentistry, pediatric dentistry, orthopedic dentistry, orthodontics, maxillofacial surgery;

4. The Rector of the University of Applied Sciences, upon the recommendation of the Head of the Dental Clinic, shall employ the people employed in the clinic and sign an employment contract with them;

5. The Head of the Clinic:

a) controls the clinic's faithful implementation of Georgian legislative acts, decisions and tasks of the THU management bodies;

b) represents the clinic within the scope of delegated authority;

c) Within the scope of the assigned authority, concludes contracts on behalf of the clinic.

d) Approves medical standards and ensures quality monitoring;

e) Distributes rights and duties among the clinic's employees, gives them compulsory tasks and instructions to perform, and monitors their performance;

f) Coordinates with the structural units of the University Hospital and manages relations with various medical institutions; g) Decides on matters related to the activities of the clinic;

h) promotes the development of the clinic's intellectual potential;

i) Within the scope of the assigned authority, acts on behalf of the clinic with medical, scientific and higher educational institutions of Georgia and foreign countries;

j) Promotes the improvement of the qualifications of employees; k) Exercises other powers provided for by the legislation of Georgia.

6. The authority of the head of the clinic may be terminated in the following cases: a) based on a personal application; b) from the moment of expiration of the fixed-term employment contract, if any: c) upon entry into force of a conviction by a court;

d) upon recognition by the court as a person receiving support; e) upon death;

f) in other cases, provided for by the Labor Code of Georgia.

 

 

Article 7. Clinic infrastructure:

1. The clinic uses the personal property and real property of the University of Tbilisi to carry out its activities. The clinic is obliged to ensure the protection of this property and its use for its intended purpose.

2. The real estate and personal property transferred to the clinic for use is written off (in agreement with the clinic), as well as alienated by the THU.

Article 8. Financial matters;

1. The sources of financing of the clinic are:

a) income from the clinic's dental services; b) funds allocated from the THU budget;

c) other income permitted by law;

d) all income of the clinic is considered as income of the University.

  1. The prices of dental clinic services are approved by the Rector based on the service card of the head of the clinic;

3. After providing dental services, the student working at the clinic will be given 20% of the price for the service;

4. In that case that a student is involved in the provision of dental services, based on the patient's informed consent, the fee for dental services at the clinic approved by the rector is reduced by 20%.

 

Article 9. Economic and property relations:

1. The clinic's economic and property relations, receipt and disposal of financial funds, are carried out by the rector.

  1. Procedures for developing the clinic's infrastructure, equipping it with office equipment, material and technical equipment necessary for economic activities, and necessary materials, based on the clinic's application, in accordance with the legislation implements the law THU
  2. The annual balance sheet of the clinic's accounting and reporting is prepared by the THU.

 

 

Article 10. Reorganization and Liquidation:

The reorganization and liquidation of the clinic is carried out in accordance with the legislation of Georgia.

 

 Article 11. Occupational safety:

The clinic is guided by the occupational safety policy in place at THU and ensures compliance with occupational safety regulations;

 

Article 12. Final provisions:

1. This Regulation shall enter into force upon approval by the Academic Council of THU.

2. Amendments and additions to the Regulation shall be made by the Academic Council.
